Director, Acquisition CBP Air and Marine Operations CBP/DHS
John A. Wells is Director, Tactical Aircraft and Marine Vessels, Air and Marine Operations (AMO), U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS). AMO is a federal law enforcement organization dedicated to serving and protecting the American people through advanced aeronautical and maritime capabilities. With 1,200 federal agents, 256 aircraft, and 286 marine vessels operating from 74 locations throughout the United States and Puerto Rico, AMO conducts its mission between ports of entry, in the air and maritime environments and within the nation’s interior.
Director Wells is responsible for leading the Tactical Aircraft and Marine Vessels Directorate, which plans, structures, and manages the Acquisition contracts to provide rotary wing, fixed wing, and vessels to AMO operators to execute their mission. The Acquisition directorate works across the CBP enterprise to include
AMO, CBP, DHS, DOD, and industry partners to execute systems engineering, business, financial, contracting, and reporting processes to ensure the resources are available and system definition is in place to contract with industry. Then, the directorate works closely with its DOD or industry partner to manage production and field the aircraft or vessels within cost, schedule, and performance. The Tactical Aircraft and Marine Vessels Directorate is also responsible for AMO capital asset management, which includes managing cradle to grave the entire AMO inventory of assets from aircraft and vessels to vehicles to weapons and hand held IT devices including almost 24,000 items valued at approximately $1.8B.
